9,000 USDC for the July-Sept Quarter to renew the Coordination/Marketing Role that Billyjitsu and marketing, led by Narbs, are currently managing.
40,000 USDC, over time, for the investments team. This will be used to earn yield over time while analyzing risk factors for the DAO.
The full $40,000 will not be taken all at once, but will be strategically pulled when opportunities arise that meet certain risk criteria. The goal for the stables is to achieve at least an 8% return on assets used, which would equate to a $3,200 return over 365 days. All funds would be returned. The request for a large amount is now primarily for access when opportunities arise, and having to make multiple proposals can result in lost opportunities.

GMX V1 Exploit on Arbitrum: Root Cause and Next Steps
On July 9, an attacker exploited a vulnerability in GMX V1’s OrderBook contract, bypassing re-entrancy safeguards to manipulate Bitcoin’s average short price. The attacker called increasePosition directly in the Vault contract, which should only be accessible via PositionRouterManager. The attacker used a flash loan to purchase GLP at $1.45, artificially inflate its value to $27 through falsified short losses, and redeem it for a $40M profit.
GMX swiftly paused Avalanche trading to prevent copycat attacks, contacted exchanges and stablecoin issuers (Circle/Tether) to freeze funds, and confirmed GMX V2 is unaffected due to improved contract architecture.
Vitalik Buterin’s EIP-7983: Ethereum Gas Cap Proposal Explained
Vitalik Buterin’s EIP-7983 aims to harden Ethereum against DoS attacks by capping individual transaction gas usage at 16.77 million (2²⁴): preventing any single tx from monopolizing a block.
This enforces predictable execution, reduces network stress, and aligns with zero-knowledge virtual machines (zkEVMs) critical for scaling. The limit intentionally balances compatibility: high enough for complex DeFi operations (most current txs fall below it), yet low enough to eliminate transaction-level attack vectors.
GMX Exploiter Return $40M Days After Hack, Token Zooms Higher
The attacker behind GMX's $40M V1 exploit has fully returned the stolen funds after accepting the project's $5M "white-hat" bounty offer. The repayment began with $10.5M in FRAX sent to GMX's deployer wallet, followed by $37.5M in mixed assets (including 9K ETH) to a security multisig. GMX had paused V1 operations on Arbitrum/Avalanche and pledged no legal action if funds were returned within 48 hours, a condition the hacker met.
